US lawmakers are working through the weekend for the first time since the government shutdown began over a month ago, but hopes for a bipartisan agreement on how to end the standoff appeared to diminish as Republican senators proposed a plan unacceptable to Democrats: scrapping the ACA, called Obamacare.
Deepening Impact of Government Shutdown
The impact on Americans from the lengthiest shutdown of the US government in history worsened on Saturday, as federal workers went unpaid, airlines were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.
President's Proposal from Florida Resort
As weekend session got started, Republican senators welcomed a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by health savings accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
GOP Support
Multiple Republican senators welcomed the plan, which is similar to a replacement for Obamacare proposed in 2017.
"We're going to replace this broken system with something that is truly better for the patient," one senator stated.
Another senator praised Trump's proposal on online platforms, and displayed a large print of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator posted in reply to Trump's suggestion. "We must stop taxpayer money from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."
Opposition Reaction
Democratic lawmakers expressed concerned reactions to Trump's plan.
"In other words, Donald Trump's 'concept of a plan' for health care is another calculated attempt to repeal Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been rejected by voters and Congress."
Another lawmaker reacted to the censure of insurance companies by posting: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Seriously? Then I applaud your support for universal healthcare."
Continuing Talks
The Senate went into recess without reaching a solution, but Senate Republican leaders have indicated an willingness to an emerging proposal from a handful of centrist lawmakers to terminate the shutdown in exchange for a future vote on the Obamacare payments.
One Democratic senator, who is leading the talks among moderates, said that Democrats "require another path forward" after Republicans rejected an offer to reopen the government and extend the subsidies for a year.
Another leading Democratic senator persisted in maintaining that Republicans should agree to a one-year extension of the subsidies before discussing the future of the tax credits.
"Inaction is irresponsible because citizens will go bankrupt, people will become uninsured, people will get more ill," the senator stated in a floor speech. "That is what will happen if this Congress fails to act."
Political Dynamics
Not one of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same carriers, or that Republican legislators need the support of eight Democrats to restart the government, and the concept of eliminating and substituting Obamacare with HSAs is improbable to earn a solitary Democratic vote.
Some analysts indicated that the essence of such a plan would eliminate the ACA's mandate that insurance companies cover individuals with pre-existing conditions.
After his golf outing, Trump went back to his residence and doubled down on his demand that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a iteration of the proposal that was unsuccessful to secure enough support in 2017.
